I have an FT-950 transceiver for the HF bands, and the 28MHz capability is ok for driving a mixer. Between the transceiver and the mixer I use a 20dB/100W attenuator. So If I use the full power on the FT-950 (100W), I will drive the mixer with 1W, which should be ok. Lets see later how that works out.
